By fixing an exact moment, the statement creates a clear before-and-after record, which allows subsequent actions to be assessed against a defined baseline rather than vague intent.
The second signal is the explicit prohibition language. Phrases such as “cease all forms of hostilities,” “refrain from any further military actions,” and “including the use of force or forward movement of armed units” are not decorative. They are drafted to close common escape hatches such as “defensive action,” “routine patrol adjustment,” or “retaliatory movement.” The wording deliberately narrows interpretive space and reduces plausible deniability.
The third and most consequential signal is the deployment of observers combined with satellite verification. The ASEAN Observer Team (AOT) is to be led by the Malaysian Chief of Defence Forces and complemented by satellite monitoring provided by the United States. This is the core move.
